Expanding the No Kill Toolkit
A call for submissions
Our No Kill Toolkit is a collection of 31 free step-by-step guides covering political advocacy, litigation, legislation, media relations, shelter operations, and more. The Toolkit is designed to help animal shelters end killing and, when they refuse to do it willingly, empower reformers to force them to do so.
As The No Kill Advocacy Center adds more guides, we’d like to know what is still needed. As a rescuer, reformer, or shelter manager, what challenges are you facing that you would like a practical, step-by-step guide for? Are there topics, skills, campaigns, shelter practices, legal issues, public records, or other subjects that you need help with? Please be as specific as possible.
Here is a list of the current Guides already available for free download:
Shelter Operations/Protocols:
Model Legislation:
Break the Chains: Model Anti-Tethering Legislation to Protect Dogs
Preserving Life, Protecting Families: Model Legislation for Smart, Flexible Holding Periods

Potentially in the category of No Kill Advocacy, I'm wondering if it would be possible to have guides to counter/oppose Mandatory Spay Neuter (MSN) or Breed Specific Legislation (BSL).
I know MSN is essentially a settled issue, but it comes up every day (every day) in the state where I live and my blog on the topic does not seem to be having much effect. People actually believe that if you focus hard enough it will work and they cannot be persuaded otherwise. It is a concept that spreads like a disease.
BSL comes up monthly as cities react to some event (or series of isolated events over a period of many years) and seek to punish dogs and the people who love them through overreaching and ineffective local laws. A city in the state where I live recently enacted an ordinance that requires all pit bull type dogs and Cane Corso dogs (even if dogs just look like those breeds) to be registered, insured and muzzled.
